to 7:00 p.m. in virginia. polls will open from 7:00 a.m. to 8:00 p.m. in both maryland and d.c. now, mitt romney will vote in his home state of massachusetts at around 8:35 this morning and will travel to cleveland and pittsburgh for some rallies and wrap things up in new hampshire. running meat paul ryan votes in new hampshire and will make stops in cleveland and richmond, virginia. president obama now in his home city of chicago. he will do a number of interviews throughout the day and plans to play a little pick- up basketball game in the afternoon. vice president joe biden is voting in his home state and will travel to chicago to watch the elects with the president. in addition to the race for the white house, several other key issues will be on the virginia's ballot. fox 5's melanie alnwick is live in fairfax county way preview right now. good morning to you. >> reporter: good morning. yes, 13 electoral votes up for

grabs here in virginia. if you needed any evidence as to how important this is to the candidates, just think about how many time we've seen the campaigns crisscrossing virginia over the last weekend. from saturday until monday, at least six visits altogether. it goes to show you how tightly contested this race is and the state board of elections working diligently to try to get everybody ready. as you know, virginia does not have early voting like many of the other states. so, while in other states, people have been able to kind of get ahead of game here and there, in virginia, everyone who did not already vote an tent isn'tee will be coming here to the polling place -- vote absentee will be coming here to the poll is place. the most recent average of

polls showing kaine ahead with just a 1.8 point lead. one ballot question deals with question two. it is whether they can extend the veto session for the legislature, kind of move it by one week in case they need to. the other one is question one on the constitutional ballot and that has to do with eminent domain. the state already has certain rules about eminent doe main and that is when the state comes and take your property because they saw they need it perhaps to build a road or development that sort of thing that is for the good of the state. if they take that property, the question on the ballot will award significant monetary damages to property owners who have that property seized by the commonwealth. election officials say with all of these things going on, they are expecting a very long day. >> that is true. thank you so much. in maryland now, voter will also weigh in on seven key

ballot issue. among the most high profile, question four, the dream act t would guarantee in-state tuition for undocumented immigrants. question six would legalize smeax marriage and question seven asked to expand gambling and allow a new casino in prince george's county. >> in d.c., quo five would change the way councilmember would remove a fellow councilmember for wrongdoing. -- question six would legalize same-sex marriage. >> there is also a special elegislation to fill the council chairman seat. there is a political battle brewing over those reduced speeding fines in the district and why the mayor and some councilmember are at odds about t. >> and new yorkers hit hard by hurricane sandy. they will get the chance to have their voices heard this election day. the changes that are being made, straight ahead. ♪

the father of aling boy who fell from a ninth floor apartment window in silver spring last month is now charged with child neglect. it happened at this high-rise apartment building on october 11th. the 4-year-old boy remains in the hospital in serious condition along with the child

neglect charges, the boy's dad, 30-year-old christopher harley, is charged with leaving a child under the age of eight unattend. he is now free on bond. recovery from superstorm sandy is slow but there is some progress. much of mass transit in the northeast is back up and running but trains connecting new york to new jersey are still down creating a logjam of traffic there. there are still long lines at gas stations. close to a million homes are still without power in new jersey. a strong nor'easter storm is expected to hit the region sometime tomorrow. election day for those most affected by sandy's destruction was made just a little easier. governor andrew cuomo is allowing voters to go to any polling place in the state, sign an affidavit and vote there. the move is unprecedented. affidavit votes are still anonymous but take longer to count than other ballots. when we come back, we'll talk about a fox 5 exclusive. virginia congressman jim moran

much of the area. here are your temperatures. 35 in washington. other than annapolis, the entire area or much of the area here at or below freezing this morning. 32 in quantico. leonardtown, 28 degrees. 25 in frederick. we'll get across the bay here. stevensville, 36 and down in salisbury, we are 31. good hard freeze here. expecting the temperature to very slowly rebound into the 40s and mid- to upper 40s so even a degree or two cooler than yesterday. tiny little bit of cloud cover holding temperatures up a little bit. we'll see if that happens. otherwise, it should an mostly sunny start to the day. off to the south and west, we've got more cloud cover and our developing area of low pressure down there which is still forecast to ride up along the eastern seaboard during the day tomorrow. the thinking has changeed a little bit from yesterday. yesterday, we thought we would see a lot of the impacts from that storm. today, we are thinking the center of circulation will be

just far enough east. we'll be on the western edge of it. much of the energy here will stay to the east and stay to our north here as we get into the daytime hours tomorrow. we'll have to watch the track carefully. if it push as a little further to the west, it will cause much more in the way of issues for the washington area. here is your area of low pressure. the nor'easter developing. it will become a big problem for parts of the country that don't want it. we have a high wind watch posted east bit of a here for the day tomorrow. winds could gust 40rbgs 50, 06 miles per hour in the watch area tomorrow afternoon. so along the lower eastern shore, you will see the impact from the storm as far as storm surge and pretty good rains during the day tomorrow and tomorrow night. our forecast here locally today, 48, wind north and east at five to 10. chilly afternoon.

just like you said. let me spotlight five of them. there is question number three. that has to do with changing the current rules, removing an elected official if he or she is convicted of a crime. question four, they refer to ads the dream act. that would allow for in-state tuition for undocumented immigrants to maryland colleges and universities. question five deals with redistricting. question six asks voters to legalize gay marriage. and then there is question seven which is expanding gambling in the state and building the casino here in prince george's county where we're live this morning. let's talk a little bit more about the last two questions because those have been up for much debate. legalizing gay marriage, governor o'malley has worked tirelessly to get this passed. voters will have the final say f it is passed, maryland will join six states and the district of columbia in legalizing gay marriage. gambling, both sides have nearly campaigned and made

claims. in fact, together, they have spent more than $86 million in advertising to get voters to sway their way. on one side, people argue that building a casino and expanding gambling will bring much-needed money and jobs to the state specifically here to the county as well. the other side says that money that they claim is going to go towards education will do that. so the polls, you said, open up here at 7:00. they will stay open until 8:00 tonight. they are expecting voters to come out in record numbers. some predict there will be and 08% turnout rate for voters on this election day. live here in kettering, back to you. >> thank you. a fox 5 exclusive now. virginia congressman jim madalyn murray o'hair and his sob patrick sat down for their first interview since a voting scandal enveloped their campaign. patrick moran after he was

phone call allegedly from a local utility demanding money to help them avoid an explosion from a hurricane-related power surge. careen gray houston has the story you will see only on fox 5. >> reporter: the lights have been back on for days a camacho family home in great falls so imagine their surprise when they got a call in the early afternoon from a man who said he was with dominion virginia power informing them they had a problem. >> they claimed that there was a surge -- a power surge after the hurricane came through. it affected our equipment including the circuit breaker. >> reporter: and that there was imminent cause for concern because there could be an explosion or house fire. >> they said that it need today taken care of immediately and they could have a truck over within 10 to 15 minutes. >> reporter: paul lives at the house with three younger siblings and his parents. the story about the emergency need for a dominion crew

sounded suspicious especially when the caller asked for money. $300. so the camachos called back and a woman claiming to be the secretary answered. >> she said that she could work with us and reduce the price to $200. >> reporter: what confuse them was that the caller had their utility account number and knew the names of people who lived at the house. and then at 3:15, this was another call asking if they had the money. by then, the camachos had called police. >> it was pretty sick the way that they tried to con people after a storm. >> reporter: dominion says they did exactly when what they should have. >> we would never ask for money from you in advance. the work that we do to main tarn tape our electric service to your home -- maintain our electric service to your home is never anything we would charge above and beyond your electric utility bill. >> reporter: a word to the wise. >> don't allow yourself to be a

the candidates have crisscrossed the u.s. for months and now, it is time for voters to hit the polls to elect the next president of the united states. voting starts in virginia in about a half hour, just under that and goes until 7:00 tonight. polls are open from 7:00 a.m. to #:00 p.m. in both maryland and d.c -- to 8:00 p.m. in both maryland and d.c. president obama is now at home in chicago where he will watch election results. he will do a number of interviews throughout the day. vice president joe biden is voting in his home state and going to chicago to be with the president. mitt romney will vote in massachusetts and will wrap things up in new hampshire. romney and ryan will watch election results from boston. the time is almost here. less than 0 minutes from now, polls will open in virginia, the first centers in our area

to do so. more than just the presidential race is up for grabs on the ballot. melanie alnwick is live in fairfax county with the latest. >> reporter: good morning. i think the cold weather is keeping some of those early birds away. nobody here in line yet even though we do have just about a half hour until the polls open. obama and romney campaigns have been all over the state. six visits by the campaigns in just the last three days in the commonwealth. thirteen very important electoral votes up for grabs and new rules on voter identification could be the wild card. now, new this year, voters will have to bring a valid i. d. . the state board of elections mailed out voter i. d. cards. you can use a driver's license, a student i. d. card, a utility bill or even a gun registration card. there is a complete list of i. d. that will be accepted. in the past, voters could sign an affidavit saying they are

who they are. if they do not have i valid i. d. this year, they to vote a provisional ballot and they have to bring the i. d. to the state board of elections by friday in they want the vote to be counted. virginia voters are asked to plan ahead. >> people need to be prepared a lot of people tend to vote before work or after work and that means it will be very busy at the beginning and end of the day. everybody should be patient. if it is very, very cold, you have to remember you might be outside waiting in line. so feel free to bring a chair to sit on and bundle up. >> reporter: now, here is where the provisional ballot could get interesting. virginia counts its ballots pretty quickly f race is close, let's say it comes down to the provisional ballots. we won't know how many have been cast and again, those provisional ballots probably could not even be counted until at least friday. so we'll see what happens. things could get interesting

here. the race is expected to be close. i think a lot of that is going to depend on turnout. also, some other questions that virginia voters will be faced with today. they have to make a choice between democrat tim kaine and republican george allen for the open senate seat. there are a number of local representatives as well who are also up for re-election. the incumbents are considered to be safe in most of those cases and there are also two constitutional ballot questions. the most important one dealing with eminent domain and what the penalty might be if the state needs to take somebody's prod. voters will also weigh in on seven key ballot issues. if the state needs to take somebody's property. in d.c., question five would change the way council members would remove a councilmember for wrongdoing. w
